About Habitat SHR Home Repair
SHR Habitat Critical Home Repair utilizes grant funding from local cities, generous contributions from foundations, and private donors to provide essential home repairs in the South Hampton Roads area.
To ensure that all repairs meet the needs of our community, we ask that applicants carefully review the qualifications, including requirements for homeowners' insurance, proof of income, and environmental considerations.

Home Repair Eligibility Criteria
To qualify for repairs, the home must meet all of the following requirements:

Be owned by the applicant.
-
Be located on a permanent foundation (no mobile homes).
-
The home must be in need of repairs to meet warm, safe, and dry living standards.
-
Be located within the South Hampton Roads service area, which includes:
Chesapeake, Isle of Wight, Norfolk, Portsmouth, Smithfield, Suffolk, and Virginia Beach.

Applicant Eligibility Criteria
To qualify, the applicant must meet all of the following:

Has owned and lived in the home for at least 2 years.

Has a total household income (including all residents age 18 and over) below $69,000.

Maintains current homeowner’s insurance.
-
Is current on mortgage and property tax payments.
-
Agrees to own and reside in the home for at least 60 months following completion of repairs.

Priority consideration is given to veterans, seniors, and persons with disabilities.

Completing the Application
Once selected, the Home Repair Administrator will schedule an appointment with the homeowner to complete the application process. The homeowner must bring original copies of the following documents to the appointment. Copies will be made on-site.

Proof of Homeowner’s Insurance

Insurance Declaration Page
Income Verification (for all household members 18 and older)

W-2 or pay stubs (covering the past 30 days or more)

Social Security or Disability Income Statement

Pension Statement
-
IRS Form 1040 (if self-employed)

Documentation of any other income (e.g., retirement, alimony, child support)
Veteran Status (if applicable)

Repair Assessment
The Home Repair Team will schedule a site visit to assess the repairs needed.

Photographs of the home's interior and exterior may be taken during the visit.

Specific funding may require approval from the Department of Historical Resources and an Environmental Review.

Contractors will schedule a follow-up visit to provide an estimate for the necessary work.

Agreements, Repairs, and Close-Out
After a contractor is selected, the homeowner will sign a Partnership Agreement, which includes the following terms:​

A licensed and insured contractor will carry out the repairs under contract with Habitat SHR.

Once the work is completed, Habitat SHR may conduct an inspection to ensure all repairs meet the necessary standards.

Finally, the homeowner will sign a Close-out Agreement and review the warranty information for the completed repairs.

Repairs We Cannot Provide
Please note that we are unable to make the following repairs:

Interior Repairs (painting, drywall, cabinets, flooring)

Foundation Repairs (cracked concrete slabs, shifting or sinking piers, foundation walls)

Structural Repairs (broken/rotten floor joists, rafters, rim joists, etc.)

Lead, Asbestos, or Mold Abatement

Fire and/or Water Damage
-
Fencing, Patios, Decks, and Driveways

Landscaping or Tree Removal
-
Kitchen or Bathroom Remodels
